MACHIASPORT — Inmates at Maine's five minimum security prisons can light up again under a new policy allowing smoking at designated times and in designated areas. The policy follows a more-than-10-year ban during which inmates and administrators said prisoners found ways to smoke anyway — whether it was $50-a-pack black market cigarettes or homemade versions.
