Vermont State Police said they charged Rex Winney, 49, with disorderly conduct after a confrontation in a laundry room at 4486 U.S. Route 4 Saturday. Police said Winney threatened physical harm to a tenant over the use of a shared dryer. Authorities said Winney is set to appear at the Superior Court of Vermont, Rutland Criminal Division on Nov. 17 in connection with the case.
